龙潭蝶变
　　——空心村变“创业地”，归根到底是做好“人的文章”

宁德屏南县龙潭村2017年还是省级贫困村，户籍人口1200多人包養網，常住不足百人；隔壁的四坪村则更为凋敝，常住人口只有18人。

　　五六年时间，这里发生了什么？龙潭“蝶变”有何启示？记者进行了蹲点调研。

“这里找到了生活的更多可能”

隆冬季节，走进四坪村，一片红艳艳的柿子林扑面而来，吸引众多游客驻足。周边数十栋黄墙乌瓦的老房子错落有致，沿着青石板路蜿蜒下行，不时可见装修时尚的咖啡馆、面包烘焙馆、画廊、精酿啤酒屋等。
　　东北小伙儿马森和四川女孩李洋在村里开了一家私房菜馆，两层小楼占地不足100平方米，却有一个独立的院落，是包養網从包養網村合作社那里租来的，这让这对新婚夫妻很满意。

　　越来越多年轻人在龙潭成为新村民，找到了创业和生活的归属，也让这些古村落集聚越来越高的人气。
　　记者调研发现，2018年以来，先后有来自全国各地200多名新村民入驻，他们经营书吧、咖啡馆、民宿等，给村里带来更多创意和业态。
　　2021年村级换届时，龙潭村、四坪村村委会各留出一个专职副主任让新村民专选。“新村民参选积极性高，几乎所有人都参与了投票，两名热心公益，群众高度认可的新村民高票当选。”屏南县委常委、组织部部长吴周渺说。

被改变的原住民包養網

　　在双溪，陈孝高发现画画并不是那么难的事。在老师和画友指导下，他慢慢地能画出自己的作品，更重要的是，在和外界的交流中，他觉得自己心扉打开了，愿意和更多外面的人打交道。
　　2017年8月，陈孝高将自家的老房子装修一新，做起了民宿生意。随着龙潭村乡村旅游越来越火，画友们也常介绍各地朋友过来，近年来陈孝高的民宿年入住率50%以上，“今年更好，收入十多万元没问题。”
　　陈孝高并非个例。记者调研发现，龙潭村及周边村落成为文创网红村，也让这里的原住民被改变，不仅找到更多创业就业机会，而且和外部世界的关系变了，更加开朗自包養信。
　　更多村民参与到旧村改造、新村建设中来，从修缮老宅、装修店铺，到经营民宿、开餐馆、卖土特产等，村民收入逐渐增加，越来越多外出村民重回乡村创业就业。

做好人的文章 唤醒沉睡的乡村

龙潭做对了什么？这是记者采访中努力求解的问题。
　　2017年，龙潭刚刚摘掉省级贫困村帽子，但是没产业、没人气，接下来的路怎么走，干部群众心里没底。
　　此时，在屏南县委县政府引导、支持下，古村修复和乡村文创的星星之火已经在一些乡村燃起：在甘棠镇漈下村、双溪古镇，林正碌团队开展艺术公益教学；在双溪镇前洋村，复旦大学副教授张勇团队开展教学和古村修复；在屏城乡厦地村，瑞典籍华人程美信团队从事古村修复和保护等工作……
　　龙潭村请来了林正碌团队，系统规划修复古村，发展文创产业。
　　在林正碌看来，古村修复和乡村文创，最重要的是人文。“人们为什么愿意来乡村？这里不仅有诗意和美，而且不内卷，尊重个性，尊重创造，有更多可能。”林正碌说。
　　2017年以来，龙潭、四坪、墘头等村落长期破败、废弃的近百栋老宅子通过租赁方式，从村民手中流转到村委会，统一规划，修旧如旧。林正碌和村委会约定，古村修复中，不砍一棵树，不破坏一栋老屋的结构，送留守村民免费学画画，让村里的老匠人参与修缮，把房屋租给有创意、热爱生活的年轻人，形成更多业态……
　　乡村文创兴起，让龙潭及周边村落成为越来越多年轻人向往的创业地、打卡地。采访中，记者遇到不少慕名而来、短期租住的年轻人包養網，他们画画、谱曲、搞创作，认识更多朋友，创意和技能有地方展示，得到尊重。

　　——“靠海吃海”有新路，“网红民宿村”这样炼成

行走在宁德霞浦县三沙镇东壁、虞公亭、古桶等滨海渔村，不时可见矗立在断崖石壁间，面朝大海，错落有致的一栋栋精品民宿，游客推窗即可俯瞰大海，躺在阳台就能欣赏日出日落。
　　近年来，这里的民宿火了。“美得像是艺术展厅”“真想一直待在这里，远离喧嚣包養網”……在小红书、包養網抖音等平台，众多旅行博主、游客分享民宿体验。今年以来，已经有超过160万人次游客慕包養名而来，即使是隆冬时节，仍然一房难求。

　　学设计的陈蜀曼倾心打造，大白墙、落地窗，弧形的无边泳池视觉上与海平面相接，房间能够270°无遮拦观赏海景。没想到，开业后很快便在社交平台上走红，几乎每天满房。
　　“拾间海”的成功让三沙人重新打量眼前的这片碧海，更多人参与进来。
　　“在民宿中植入不同文化元素，如摄影、音乐、花艺、阅读等主题，探索艺术＋民宿的多种形式，让游客有更多体验感。”包養谈到三沙民宿的独特魅力，霞浦县摄影家协会会长郑德雄如是说。
　　“东篱下”民宿位于古桶村山顶石崖上，此前是一栋废弃的石头房子。霞浦县摄影家协会副会长卓长滨向村民租来重新装修，民宿墙壁、内饰大面积采用白、灰色调，家具、盆栽等摆放和色泽都经过精心挑选、设计。
　　“摄影元素大量融入到民宿设计中去，海景、屋景、花园等融为一体，更容易拍出刷屏的照片。”卓长滨告诉记者，摄影和民宿结合，让更多游客愿意在这里住下来，甚至生活更长时间。
　　网红民宿村的“炼成”，除了绝美的风景、经营者的匠心，更为重要的是党委政府的引导、扶持。
　　就在六七年前，三沙海域还面临着不包養小的生态压力：因长期无序养殖，藻类密集，白色泡沫网箱不可降解，海漂垃圾大量堆积漂浮，水质受影响。

　　在三沙，民宿集中的东壁、虞公亭、古桶等三个村成立村党总支部，在环境整治、产业发展、集体资源处置、工程建设等方面统筹协调，发挥党组织示范引领作用。哪些地方可以建民宿，哪些房子可以改造成民宿，装修风格如何协调统一，外来资本进入如何规范等，规划在前，明确标准，加强管理，防止乱象。
　　目前，三沙镇注册民宿达到180多家，从业人员1600多人，包括200多名大学生，年住宿收入1.6亿余元，带动餐饮、土特产等销售超3亿元。
　　尽管已有一定规模和美誉度，但在三沙镇党委书记郑信旋看来，当地民宿业还是“摇篮里的婴儿”，还需精心呵护，持续提升。
